China, EU and UK explore CCS cooperation potential
With the upcoming Climate Conference in Copenhagen due in December 2009 were discussions of a new climate protocol will resume before the Kyoto Protocol runs out in 2012, the Chinese Ministry of Science and Technology, the European Commission, and the UK's Department of Energy and Climate Change are holding a conference from 28-29 October 2009 on their collaboration on carbon capture and storage (CCS).

The conference, entitled China-EU Cooperation on Near Zero Emissions Coal, presents the findings of China-UK and China-European Union research projects on the options for CCS in China to a wide range of stakeholders. It will consult them on the way forward to achieve the ultimate goal of demonstrating commercial-scale CCS from power generation in China and the EU.

The conference also invites the views of business and discusses moving to the next phases of the EU-China Near Zero Emissions Coal (NZEC), including a feasibility study, site selection, design and construction of a CCS demonstration plant in China.

Director General Ma Yanhe from the Department of Social Development of Ministry of Science and Technology, Ambassador Serge Abou from the Delegation of the European Commission to China, and Director Graham White of International Energy and Technology from the UK's Department of Energy and Climate Change gave opening speeches on 28 October.

During an interview at the conference, Ambassador Serge Abou said he thought CCS was one of the most effective ways to combat the predicted impacts of climate change and to reach the carbon emission reduction targets. "Without CCS, nobody can reach the objective of substantial reduction of carbon emissions," he said.

Serge Abou also mentioned that on November 30 this year, China and the European Union will hold their annual summit in the eastern Chinese city of Nanjing, with climate change and the global economy topping the agenda, and the two sides have intentions to sign a memorandum of understanding which may include content of the second phase CCS cooperation between China and EU.

The EU is committed to reducing its overall emissions to at least 20% below 1990 levels by 2020, and is ready to scale up this reduction to as much as 30% under a new global climate change agreement when other developed countries make comparable efforts. It has also set itself the target of increasing the share of renewables in energy use to 20% by 2020.

The NZEC agreement is an important initiative under the EU-China Partnership on Climate Change, established in 2005 with the aim "to develop and demonstrate in China and the EU advanced, near-zero emissions coal technology through carbon capture and storage".

Two major projects assessing options for CCS in China, funded by the European Commission and the UK Department for Energy and Climate Change have been undertaken. The projects examine case studies for capture of carbon dioxide from power plants in China, assess potential storage basins, and consider wider issues related to development and deployment of CCS. The regulatory aspects of CCS have also been considered by another project funded by the European Commission.
